Significant change made by SLCDF to sign project agreements with NGOs online due to COVID19 pandemic situation

SLCDF staff has been busy since curfew is lifted in Colombo on 19th May, 2020, and swiftly catching up with lost time due to COVID19 pandemic situation in the country.

It has become necessary for the community in the field to continue with their project activities, most of which are toward livelihood development. Respecting to government regulations, all activities related to gathering of persons is prohibited until the government relaxes the rules.

It has been over 30 year tradition of SLCDF from its inception, to travel to the respective field locations to sign project agreements with NGOs. In the presence of the NGO officials and the potential project participants, after explaining all contents in the agreement (which is provided in English & local language Sinhala / Tamil) the signatories to agreement sign the originals in duplicate. The 1st instalment cheque is then presented to the NGO and obtains a receipt from them.

However, in the light of the current scenario of COVID19 pandemic situation, changes made taking into account the available alternatives in lieu of visiting the field. The modifications to signing of agreements are as follows:-

  • –     Prepare the agreement in both English and local language and share with the NGOs in advance
  • –     Fix a date and time for a virtual call with minimum presence of those directly involved at both ends (Head office & field location) to explain contents of the agreement briefly
  • –     Place respective signatures and exchange the documents via email
  • –     SLCDF to deposit 1st instalment to respective bank account of the NGO

SLCDF has up to now signed agreements with 10 such agreements with LIBCOs, NGOs & District Consortia in Kilinochchi, Kurunegala and Mullaitivu with funding support from Diakonia and Palmera Projects Australia.
